I am still debating with myself about it. I bought my first girl outright, then built my second from parts... and building one from parts taught me a lot about them, which I think is a good thing. People should know how the frame works, which has to be learned by just doing it. Whether you take apart/rebuild a whole girl, or build from parts, either way works. But if you are financially constrained, you could start with parts. Make sure you get the body/head first, though. The head really makes the character, and you need a body to put the head on. Limbs can come later. Do you have a character in mind you want to make, or will you be winging it? You should browse YJA heads since you can occasionally get a good deal (I got one for a mere 5000 yen once). But it hinges on what sort of character you are intending to make, really. If you're smitten with a specific head, then you may have to pay quite a lot for it. Still, I wish you luck with your first girl.
