I was wondering how much is the final cost to get a smart doll shipped to a US postal location after customs shipping, any other charges. I was wondering if other than gas if it would be cheaper to go get one from an american vendor, or just order a smart doll online, and have it shipped from the Japanese site.

These are the dolls you're looking for, no you cannot haz them they r mine:)

USA seems to have HST of 15%?

It seems that the import duty rate is 0%. But there are taxes at state level and the HST of 15%

As far as I know, there are no American vendors for Smart Doll. Unless you mean a private person selling their doll?

We do indeed have an official American vendor. (obviously prices are bumped up due to import fees)

https://fabricfriendsdolls.com/

Stated here(with the location)

http://www.dannychoo.com/en/post/27277/Smart+Doll+Retail+Stores.html#us

They currently these in stock

Chitose Shirasawa(milk)

Eiji Seiun

Ivory Futaba

Julia

Kurenai

Twilight (Milk)(Tea)

and a bunch of other SmD stuff.

As for my smart doll(directly from Culture Japan) it costed me..

Eiji(boxer shorts only) 52,000 yen ($474.86 USD)

Shipping and handling 5,900 yen ($53.88 USD)

Equaling to 57900 yen($528 USD)

Although I did not pay customs fees as I was not hit with customs. Unfortunately customs randomly selects packages to inspect and charge fees. Since I didn't get hit I don't know the fee for it.

Here's importing information from the source:

https://www.cbp.gov/trade/basic-import-export/internet-purchases

I think the EMS shipping Smart Doll uses falls under International Postal Service.

International Postal Service: Merchandise shipped through the international postal service is forwarded upon its arrival in the United States to one of U.S. Customs and Border Protection International Mail Branches for clearance. If the item is less than $2,000 in value and is not subject to a quota or is not a restricted or prohibited item, a CBP official will usually prepare the paperwork for importing it, assess the proper duty, and release it for delivery. This procedure is generally referred to as a mail entry. Packages whose declared value is under $800 ($100 if being sent as a gift to someone other than the purchaser) will generally be cleared without any additional paperwork prepared by CBP. However, CBP always reserves the right to require a formal entry for any importation and generally exercises this option if there is something unusual about the importation, or if important dobleepents such as an invoice or bill of sale do not accompany the item.

If any duty is owed, CBP will charge a processing fee for clearing your package. Duty and the processing fee are usually paid at your local post office, where your package is forwarded.

Hint: To speed a package through CBP examination at a port's International Mail Branch, the seller should affix a completed CN 22 or CN 23 (U.S. Customs and Border Protection Declaration Form) to the outside of the package. This form may be obtained at local post offices worldwide.

Plus: Pretty economical.

Pitfalls: If the item's value is more than $2,000, it may be held at the mail facility until you can arrange for a formal entry. This may require either hiring a customs broker to clear your goods or you may file the paperwork yourself.

Lost packages are hard to find. Since most packages sent through the mail do not have tracking numbers unless they are insured or you've paid to have a tracking number, it can be impossible to trace a "lost" package. If a package is lost a "tracer" should be initiated by the sender of the package.

I am near fabric and friends doll store, and was trying to see if buying it from fabric friends and dolls was cheaper than getting a smart doll from smart doll website, the cost they have at fabric and friends as it seems from the above from post by mario looks to be higher than getting one directly.

I think that's generally going to be the case with a US store. An individual importing one doll won't pay customs, but a store importing many dolls to resell will. They're probably offsetting their shipping and customs fees.
