What company made this doll?

While browsing twitter I saw this amazing cutie and instantly was interesting in seeing price/more pictures, but even when searching in Japanese I can't seem to find this girlie.

 

If anyone knows their site or the dolls name I would really appreciate it.

Looking at the site a bit more, I believe they are all one-offs. Probably sold at doll events and/or Yahoo auction. They definitely do custom painted DD head on YJA as shown here: http://nms-doll.com/topics/%e3%82%aa%e3%83%bc%e3%82%af%e3%82%b7%e3%83%a7%e3%83%b3news

Anyway, further checking the doll you saw is #046:

At the bottom the parts are listed; I guess mainly it's the head and eyes that is unique and made by them; the category at the top that the Little Petit are under is "original head." According to that list it's an Azone Pico Neemo M body, a DollCE wig, and Azone boots. Jacket is from Comoyu who appear to be a YJA seller.

 

My understanding of Japanese is limited so I may miss some things.

Little Petits are custom pure neemo size dolls (specifically heads for them but they tend to be sold as a full doll) that a well-known dealer called Nekomasshigura (nms doll) makes. (they're mostly known for their faceups as you can see in the links cmx posted. They tend to only sell them at events as lottery items as far as I am aware but it's possible they've done web lotteries too. (EDIT: Definitely seems like it after poking around their site again, this was apparently the '7th lottery' http://nms-doll.com/article/1556 which implies their web lotteries are at least moderately frequent (this one ended recently with all dolls sent out a few days ago) but as you can see theres a low number in each batch, NMS is only a single person I believe and not a 'company')

They came out to Doll Friend in Fu kuoka last year with about four or so, and I saw a guy legit in tears for not being able to get one. They seem to pretty sought after. They are extremey cute though.

 

EDIT: NMS also makes a custom head for MDD called 'Vivimoll' which I have seen turn up on yahoo from time to time, they were also selling one at I-Doll Fu kuoka. http://nms-doll.com/vivimol It links out to an empty shop, so I assume they only sell this one during certain periods.
