Putting water on the face up?/fixing matte spray scratching?

Okay so i want to clean my doll head since ive noticed she has got some shine on her somehow. I dont know if its product on her or if its scratching the surface of the matte spray but i thought id give it a try. Its the factory volks face up, so it is not a custom one. Am i allowed to use a tiny bit of water on a cotton tip and use it on the face? Im also curious if this doesnt work, am i allowed to use a tiny bit of hand soap? The issue is on one of the rosy cheeks and aswell as the side of her head.

if it DOES turn out to be surface level scratching from the matte spray, do i just fix it up with a coat of msc? i THINK when i pulled her head off even with gloves i somehow scratched the side of the face (not near the face up). I am pretty sure its surface level and can be sprayed up since i did wear gloves but i dont even know anymore x_x The headcap has some shine from what im assuming is tape to help the wig stop, im very unsure on how to remove this?

Basically: 

a line of shine on the side of the head (not near the face up)

a small shiny dot on the rosy cheek (on the face up)

shine from tape on the head cap

as these require different measures im lost on how to go about it.

Factory faceups don't have a sealant spray on them, so you should be safe to clean it especially on areas without makeup printed on them. Warm soapy water should be fine to start with, that should get rid of the spots if they're oily or adhesive. If they're still around after a gentle wash, you could try using a mild abrasive like Magic Eraser (melamine sponge) to reduce the shine. Don't use the abrasive on areas with makeup, though!

Thank you Jade! i tried water first, it didnt work out so i tried some soapy water and it didnt remove the spot on the blush either. so i moved on to another area which is the head cap and nothing worked, even alcohol failed so i washed it off. it seems like the blush spot is just REALLY stuck on there and the headcap issue needs to be sprayed with msc. im still not sure what to do with the blush spot..
