They offer Semi-White skin from October through March, and tan skin from April through September. For those of us who live outside, the only way to order a doll is through a proxy. Which you do by writing up your full doll order (The skintone, head / body combo, faceup / wig / eye type, and any extra hands / ears / clothes you might want if they're in stock), accounting for the shipping and proxy fee (The proxy fee is usually about 15-20% of the doll's initial cost), and then contacting the proxy. SophieBabyBear on Instagram is the one I hear about most, though I've personally ordered through @ragnamuffin, and can vouch it was an awesome experience.
