Best way to do a matte makeup

So, since I got that "Tales of Genji" wig part of me is really tempted to do a Heian faceup.

 

The one thing about this is that it would mean a matte white background foundation. I know that I'm going to do a sponge application but I'm just not sure whether it would be better to do this with acrylic or with pastel powder.

 

I think that the pastel might look better texturally but also might be too sheer.

 

Has anyone done a matte look similar to this?
