How to remove faint scratches from DD head?

I bought a 2nd hand DD head recently and it came with some faint dark smudges on her forehead right in between her eyes And ontop of that, there are some very faint scratches that i can see obviously from someone who tried to wipe it off.

Is there anyway I can smooth those scratches over without making it worse? And even better remove those smudges? I"m not sure what the source of those smudges are but it definately doesn't come off with a gentle wipe =(
