I'm interested in getting a obitsu 40 body, as well as some outfits...

 

I have some questions, though.

Generally, how much can the differences between the sizes between the outfits and the doll go?

(chest, waist, arm, etc)

 

Also, does hip size even matter for dresses? (with poofy/ruffled skirts, not things like pencil skirts)

Generally the biggest determining factor would be the bust size since even dresses with poofy skirts normally have fitted tops. Something that would fit an S bust would not work on an L bust unless the fabric was really stretchy. How tailored the bodice is makes a difference too. My Rainie is on a 45cm Obitsu body with an MDD S bust and she is currently wearing an American Girl shirt. The AG are the same height but twice as wide as the MDD/40 to 45cm Obitsu. My point is with this exaggerated example is that as for fit, depending on the company and what doll the clothes were created for can make a big difference in if the clothing will fit or if it might be a cm or two too small. I wish I had a better answer for you than that but I tend to make my DD's clothes.

 

I wouldn't think hip size would matter for those style of dresses unless the outfit had to be pulled over the hips to put it on.

Short answer is it depends on the style and fit. If it's meant to be loose it might work, but if it is fitted it would just look weird/bad generally because of the excess space. Seeing a pic of the dress would make it much easier to determine.
