If you want any of the items, you wait for the click wars to begin on the 12th. Im a bit fuzzy on the facts, but I think this is the first when the international site has decided to have the lotto this much in advance from the actual after event date, hence the big notion of changed procedures. EDIT: The notion on the doll section about sales on the 12th probably means they are waiting to see if they have any of the models for sale at that time. The after event at the physical stores in Japan is on the 12th. They're guaranteed to have some at each store, just the amount in stock and the number of people who show up is what determines if you'll be able to get one via that route or not. I don’t know why I freak out about this lottery entry thing so much, I did it with Sakuya too. I think it’s because Danny is buying her for me. Yeah, it's the same schedule as the International after-event lottery. 28 December - 7 Jan, with results sent out on 8 Jan. You should really watch that web site though (either JP or overseas version as appropriate). In addition to the lottery that is going on now, there will be a click-war style release for Aoko/Melty/etc on the morning of the 12th Japan time. This is the same time that the after-event is being held at the physical stores, and it means you now have two different chances to acquire a doll via Volks International.
