Instead they just bill straight which means you pay upfront and then wait. A service like Tenso's Buyee.jp, Hlj.com or Noppin use a billing agreement where they charge you closer to the time. I had customs hold EMS packages up to two weeks before even during non-holiday seasons so I don't think that's unnatural. Typically customs have taken from a single day to two weeks regardless of when they arrived for me, it's always a matter of luck I think. I'm guessing if they delay packages for over that fifteen day mark they must be really bogged down, though...
